Job Description:
About the Role
This position involves, among other responsibilities, the management of procurement procedures for the acquisition of goods, services and works in line with the organisation’s procurement policy.
As an international organisation, procurement procedures are conducted in accordance with strict internal rules and policies, respecting the general principles of transparency, proportionality, equal treatment and non-discrimination.

Manage autonomously procurement procedures for the acquisition of goods, services and works in line with the internal Procurement Policy.

Advise stakeholders on procurement policies and other relevant internal rules.

Prepare and publish procurement documents on relevant European tendering platforms.

Communicate with candidates and internal stakeholders throughout the procurement procedure in a clear and concise manner, providing expert advice when required.

Organise, coordinate, and support evaluation committees.

Notify (un)successful candidates and provide debriefings as required.

Conduct commercial negotiations with service providers.

Support business units with the drafting of technical specifications and pricing terms.

Ensure approvals and signatures of contracts according to applicable processes and policies.

Collaborate closely with procurement colleagues, legal advisors, and other departments.

Handle related administrative tasks.
Candidate Profile:
Key Background & Experience

Advanced university degree in a relevant field.

Minimum three years of professional experience in procurement, ideally within an international or European institution, financial organisation, or similar environment.

Solid understanding of international institutional frameworks.

Strong knowledge of procurement matters, preferably in information technology, facility management, human resources, and consultancy services.

Proven experience in preparing procurement documents (e.g., Contract Notices, RFPs) and managing procurement procedures and negotiations.

Proven ability to assess commercial and compliance risks and propose effective solutions.

Ability to work autonomously on complex projects and respond independently to senior management.

Excellent written and spoken English; additional EU languages are considered an asset.
