Manpower is recruiting for one of its clients in Luxembourg, a European Institution:

Transaction Management and Restructuring
Operational Assistant (M/W/X)
 
 

Your Role:

As a Senior Principal Operational Assistant, you will be responsible for supporting procurement and budget-related processes within a dynamic and international environment. Your role will ensure the smooth coordination of contract management, purchasing procedures, and accounts payable activities, while maintaining compliance with internal policies and deadlines.


Key Responsibilities:

Procurement & Contract Support:

  • Monitor procurement timelines, including contract renewals and extensions.
  • Coordinate with service providers to ensure timely submission of documentation.
  • Assist in drafting tender documents (terms of reference, contracts, annexes).
  • Manage document circulation and signatures (both digital and physical).
  • Archive procurement documents and manage contract registration in internal systems.
  • Liaise with vendors and internal stakeholders as needed.

Budget & Administrative Support:

  • Collaborate with budget teams for purchase order creation and follow-up.
  • Validate e-requisitions, payments, invoices, accruals, and budget requests.
  • Organise external and internal training sessions and events.
  • Develop and maintain internal reporting tools and dashboards.
  • Handle queries related to procurement and budget matters.
  • Maintain accurate filing systems, databases, and shared mailboxes.

 

Your Profile:

  • Secondary-level diploma with a 2-year certification in business administration, law, economics, or procurement (or equivalent experience).
  • At least 5 years of relevant professional experience, including 3 years in an operational role.
  • Experience in public procurement or budget administration is a strong asset.
  • Strong organisational skills, with the ability to manage multiple priorities and meet tight deadlines.
  • Proficiency in MS Office tools (Excel, Outlook, Microsoft 365).
  • Knowledge of PeopleSoft Financials and GED is an advantage.
  • Excellent command of English and/or French, with a good understanding of the other.
